The National Database & Registration Authority (NADRA) is seeking qualified and experienced individuals to join our team as Monitoring & Evaluation Officers. As a Monitoring & Evaluation Officer, you will play a crucial role in assessing the effectiveness and efficiency of NADRA’s programs and initiatives across various locations in Pakistan. You will be responsible for collecting, analyzing, and interpreting data to provide insights into the performance and impact of NADRA’s projects, thereby supporting evidence-based decision-making and continuous improvement.

Main Responsibilities

  • Develop and implement monitoring and evaluation frameworks, methodologies, and tools for NADRA’s projects and programs.
  • Collect, compile, and analyze quantitative and qualitative data on project activities, outputs, outcomes, and impacts.
  • Conduct field visits and surveys to assess the implementation of NADRA’s initiatives and identify areas for improvement.
  • Prepare regular monitoring reports, including findings, recommendations, and lessons learned, for internal and external stakeholders.
  • Collaborate with project teams to ensure that monitoring and evaluation activities are integrated into project planning, implementation, and reporting processes.
  • Provide technical assistance and capacity-building support to project staff and partners on monitoring and evaluation practices and tools.
  • Participate in the design and implementation of special studies, evaluations, and impact assessments as required.
  • Contribute to knowledge management and organizational learning by documenting best practices, success stories, and challenges encountered during project implementation.

Job Requirements

  • Bachelor’s or Master’s degree in Statistics, Economics, Social Sciences, Public Administration, or a related field.
  • At least 3-5 years of relevant experience in monitoring and evaluation, preferably in the development sector.
  • Strong analytical skills with proficiency in data collection, management, and analysis using statistical software (e.g., SPSS, STATA).
  • Knowledge of monitoring and evaluation methodologies, tools, and best practices, including logical framework approach, results-based management, and theory of change.
  • Excellent written and verbal communication skills, with the ability to present complex information in a clear and concise manner.
  • Demonstrated ability to work independently and collaboratively in a multidisciplinary team environment.
  • Proven experience in conducting field research, surveys, and interviews, and using qualitative and quantitative data collection methods.
  • Familiarity with the socio-economic and political context of Pakistan, particularly issues related to governance, public service delivery, and social development.
  • Ability to travel frequently to project sites within Pakistan and work under tight deadlines.
  • Strong interpersonal skills and cultural sensitivity to work effectively with diverse stakeholders, including government officials, civil society organizations, and community members.
